The most important first step in creating a business is determining an opportunity in the marketplace. What is it that people need but can't get? This might mean the creation of a new technology, or it might mean starting a coffee shop where there wasn't one before.
The focus of a business should always be on providing some value to a client or clients. Once you've figured out the value you'll be delivering, you have to determine how you'll be compensated for it, since the end goal for (almost) any business is to make money. This means you must develop a business model.
Once you know what value you'll be creating and how you'll be compensated for it, you need to determine what skills you and your employees will need to have. To start out you'll likely be handling almost everything yourself (or with your founding partners), but there are some tasks that you should consider hiring a professional for. Particularly, legal and accounting issues are prime candidates for outside help.
Before you get too far down the planning road, you should take some time to ground your team by getting 'real world' feedback. Of course, if creating a quick prototype of your product is not feasible, you'll have to get feedback based on your description of it rather than on actual testing. But talking with people outside of your team about your business and the value you'll be delivering can help you early on in making important changes that will fit your initial concept to the actual needs of the marketplace.
